My best guess is a Tilia, Possibly Tilia platyphyllos.
To me it looks like Tilia x vulgaris (a.k.a T. x europaea, the hybrid T. platyphyllos x T. cordata), Hybrid lime or Common lime. Note pale undersides of leaves (green in T. platyphyllos) and pale tufts in the axils of the veins on the underside of the leaves (brown in T. cordata). It is abundantly planted (and more commonly so than the parent species). There are several variants.
