It is not a bee, it is a hoverfly (Diptera, Syrphidae). I would say that it is a female Volucella zonaria - see http://www.spacefornature.co.uk/defaultd077.html?gallery=Galleries\Animals\Insects\Flies\Hoverflies\volucella-zonaria-mum-050820.xml .

Thanks for letting me know, my instinct just by looking at the head that it could be some kind of fly, but could not be certain.
I'm in Guernsey and it's the first one I've seen here.
