The tachinid fly Prosena siberita.
Do these flies "bite" (us/animals)? Haven't seen any since the day I took the photos when there were at least 4 settled around my house in Wombourne, nr Wolverhampton. Probably a mass hatch-out, I guess, like other flying insects seem to do.
No, tachinid flies do not bite. I guess it has to do with some feeding behaviour related to flowers, though I cannot tell you which one.
