Tide line find

Found this on the beach , thought it was seaweed until it moved , can someone identify it please , I have posted a video but it doesn't seen to play so this is just a still of it

    It's the blue bit that moves ,Td,  which is a buoy barnacle, Dosima fascicularis. It'd secreted a white foam like polystyrene to attach it to the bit of seaweed. when in the water they 'fan' their grey 'fingers' out (called cirri) to catch minute prey. But from your photo it looks like it's out of water; if so that's a bit surprising; was it desparate or was it automatic behaviour? See (NB I'm guessing as I haven't tried your video)
