Bee identification

We saw these bees burrowing into bare hard soil near disturbed grass on a fell-side near Penrith, Cumbria. The head is orange, thorax appears mostly black and the abdomen is completely black. And as you can see, the legs are also a fuzzy orange. Based on their behaviour, they could be mining bees, but they don't seem to fit the right colour scheme. Can anyone help ID these bees?
