Looks like a mayfly. or mabe some sort of wasp with a long ovipositor, but I'm thinking more mayfly because of the way it is sitting.

Yes - it is a mayfly.
There are quite a few species it could be.
One of the things to look for with any mayfly is whether it has two or three tails.
Note that these insects shed their skins as they grow, and the skin from the last moult looks remarkably like an actual insect.

Looking closely at your photo, I can see why you say it has one tail...
..because it does!
But I think it has actually lost one, maybe two. Sometimes, Nature tries to trick us!
