This is the aptly named Wasp beetle, Clytus arietis (Coleoptera: Cerambycidae), a species of longhorn beetle. The larvae of this species are wood borers, but don’t wory too much on that front as they bore the smaller and dead branches of standing trees and will not damage other timber.

In my experience they are a more common species in suburban gardens than they once were and may be a beneficiary of milder winters.

There is a good account of this super beetle on the Watford Coleoptera Group website: http://www.thewcg.org.uk/cerambycidae/0134G.htm
