what wasp

I am assumong that this is a Wasp of some description but are not sure, also what are the orange/red balls under the abdomen.

    It's a crane fly of some sort. Some Ctenophora species looks similar -

    The red balls are probably mites hitching a ride, using the fly as a means of dispersal. If they just have one or two that's no great handicap but if they have lots it can be too much of a drain on its energy reserves.
