Could articifically creating new ecosystems cause huge problems in the future?

I just read the following on the Guardian website:

 

Dubbed "The Great Green Wall," a human-made ecological barrier designed to stop rapidly encroaching deserts and combat climate change is coming up across China. By 2050, the artificial forest is to stretch 400 million hectares – covering more than 42 percent of China's landmass. http://www.guardian.co.uk/environment/2010/sep/23/china-great-green-wall-climate

 

Could articifically creating new ecosystems cause more problems in the future than it combats?
