Strange fish head?

I've found here washed up on a beach in the Isle of Man what I think might be the top part of a fish skull. It has a long 'snout', at the tip of which there are some minute teeth. It is 13cm long (from where it looks as if a backbone might join)  and at its widest point is 5cm.

I have e-mailed photos to a local marine biologist  and he is mystified.

In all my years of beachcombing and fishing I have never come across anything like this. Nearest I can get searching is maybe a sort of large pipefish.
