your plant is a Forget-me-not (Myosotis) - the rather broad obtuse parallel sided decurrent leaves are quite distinctive. There are 3 species which you commonly find in aquatic situations, although only two are frequent around Greater London Myosotis laxa and M. scorpioides. Your plant looks to be having a more running rather than tufted habit and if you look in one of the photos the hairs on the lower parts of the stem are sticking out - both characters suggest it is M. scorpioides (Water Forget-me-not).
