Yes, this is a noble false widow (Steatoda nobilis). Usually, the females stick to their webs (if not driven out by harsh weather, predators... or humans) and are relatively shy & docile. They tend to stick close to cover & bolt when feeling threatened. They are certainly not deadly, as the papers may have you believe.
I don't mind them around the house, as long as they're not in the bedroom, or where they might cause issues in the bathroom. Obviously, if you put her outside there is much less chance of you falling out, she will be quite happy outdoors, if she can find a nice nook/cranny, up above ground level.
