It's a false widow (Steatoda nobilis), well established around the south coast & south east.
They like to live in webs high up off the ground, typically.

Very possibly. Hard to say from that pic, can't see the palps, or full length of the legs...sometimes after a molt females look a bit distorted & it's a bit harder to determine gender.
