Can you identify tiny flying insects using woodworm holes

I noticed 10- 20  small flying insects around a wooden post by a door. I wondered at first about woodworm as I could see some woodworm holes but these were not beetles. They were black and narrow waisted, a small wasp perhaps. They were crawling into the woodworm holes and out again I tried for a photograph but the quality is dreadful. I am in North Norfolk if that helps. The picture "shows" one insect starting to crawl into a woodworm exit hole. If I can I shall go back and try for a better picture. Thanks
