What is/are these pupae (multiple) on tree bark?

Hi folks. I was in an estate garden in Barnsley last week (Wenthworth Castle) and in the 'Stumpery' came across this cluster of pupae/larvae protected underneath a white silky sheath. It was on a rotting dry dead tree. Any ideas what they are?

 

Sorry no scale in photo, but the white pocket measured about 10cm top to bottom. Each wriggly thing inside seemed like the end of my little finger and there may have been 10+ under there. The covering was smooth, silky and like fine cloth.
