Rust sp. on common reed (Phragmites australis)

Can anyone ID or point me in the right direction for this rust that was growing on common reed (Phragmites australis). Appollogies for the poor photo. This rust was growing on the common reed in the Norfolk Broads and had either caused the die back of a small area of reed bed or had moved in to the die back of the reed.

 

It was in dark brown patches which produced a dark brown dust/powder when rubbed.

 

Any help in the ID will be appreciated.
