Woolly insect

Can anyone identify this 'felt'-covered insect for me please? It was in forest on the island of Rinca in Indonesia some years ago and although I may have enlarged it in my mind since then I picture it being quite large (c. 2 cm?). At first I thought it was some sort of heteropteran nymph, but when you look more closely you can see what appear to be eggs on its legs and abdomen. Any suggestions much appreciated.

    My guess would be the larva of a Cicada covered in fungus.
