Can anybody identify this weed/plant?

I am helping a nice but arthritic old man with his garden but he has a serious weed invasion.

I have attached photos of the plant: part of the patch, the stems & roots.

Does anybody know the name of this plant? Some people have suggested it is a kind of horsetail/mare's tail. But the photos I have found for these plants are not the same.

Is it something that should be removed or kept?

We have tried pulling it up but it re-appears the next year. Somebody suggested vinegar may kill it.

So what would an expert do?

    Dear NewPlanter,

you are right it is a kind of Horsetail. It's the Common or Field Horsetail (Equisetum arvense). It spreads by rhizomes underground and is an extremely difficult plant to get rid of. There may be chemical treatments that might work or you could just keep manually pulling it all until you exhaust the undergound reserves. Siomilarly covering the whole area with black polythene or some other light excluder for a year or two might work.

It's not harmful just a bit of an unsightly mess.
