Found on beach in Somerset

Hello, my nephew found this on a beach near Kilve in Somerset. It is quite hard - like bone, looks like it has both fins and strange suckers along the bottom - any help is greatly appreciated! It is about 10 cm long.

    I could be wrong, but something tells me it could be the remains of the jaw bone of an angler fish - a large bony fish as opposed to a cartilaginous fish, with a big mouth, with narrow needle pointed teeth. I am thinking the "suckers" are the bases which once held the teeth - one for each tooth.
