Dead Fish identification

I photographed this dead fish being eaten by a Turkey Vulture on the beach in Playa Del Carmen Mexico. I would appreciate help indetifying the species?

    The tail-end looks somewhat Monkfish-like (genus Lophius) known as goosefish in the US, but not easy to tell from the chewed side!!

    Hi,

    I think this poor creature is either a ray or a skate that has had it's fins removed by fishermen either for the meat or worse the shark fin trade in China...  You can see the very clean cut mark along the whole side of the fish where the fin has been removed. The remaining small pelvic fin beside the tail is characteristic of these fish. I have no idea as to species but one of the bigger ones by the looks of things.
