Tiny bug hanging by a thread

Hi, We have found a whole coloney of these hanging from the underside of our setee, I have vaccumed them out several times but they are still here but not quite as many as there were.  Can you tell me what they are and how to get rid of them permanantly and are they harmful.  The setee is about 4 years old probably made abroad, we are located in Essex.  I spin but I have only had cleaned fleece in the house, but the bugs are where I sit!

 

The bug appears to be inside a cocoon which it takes with it when it moves about, it seems to be creating a silk thread
