My guess is Cosmopleurus fulvipes (=Lygaeus fulvipes, Lygaeus degeni). Compare http://www.treknature.com/gallery/Europe/photo234252.htm. This genus is monospecific - if not the Iranian ssp. obscurus is considered a species - so I guess that the difference between your bug from Dubai and "my" bug from Gran Canaria can be explained in one way or another... possibly because your is close to ssp. obscurus?
It might(?) be associated with asclepiads like Calotropis (http://en.wikipedia.org/wiki/Calotropis_procera) according to http://oascir.uofk.edu/handle/10905/278 or Pergularia (http://www.jircas.affrc.go.jp/project/africa_dojo/FakaraPlants/Contents/Species_pages/Pergutom.html) according to http://research.amnh.org/pbi/library/1416.pdf (p. 169).
